I doubt it. But you can sell Drugs and force people to pay protection money.

Tough call on what they are allowing. The game works damn near like GTA with there being both missions and a sandbox to play in. Basically I can work on missions which get progressively harder and such and probably net me some decent equipment to use. I can also just throw someone out of their car, drive to the local Stop and Rob, beat some ass, take some money and jet.

The enforcers can do the same thing. When they are not responding to an APB they could spot a known thug and follow him around til he tries to commit a crime. Then proceed to bust him.

They will have a core rules server, where you can only go after each other when committing a crime. They also have a "Chaos" Server which is FFA and you can shoot each other all day long. I believe it's still faction against faction though, so no gang wars. :(
